Consists of Eaton's files pertaining to the United Nations Conference on International Organization in San Francisco in 1945, at which he was a United States delegate and a signatory of the Charter. Included are a few letters by Harry S. Truman, Howard Chandler Christy, Dean Acheson, and Franklin D. Roosevelt, copies of the United Nations Charter, and an album of photographs taken at the conference.

In 1945, four individuals who had worked on the Manhattan project-John L. Balderston, Jr., Dieter M. Gruen, W.J. McLean, and David B. Wehmeyer-formed a committee and wrote a letter to 154 public figures asking for their opinions about the possibility of the creation of a world government.
